PHDEC has been actively involved in Pakistani Mango Export to USA in collaboration with related institutions like MinFA, NAPHIS, DPP in Pakistan and USDA, APHIS in the United States. The historic moment came on Aug 27, 2010 when U.S Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) amended its fruit and vegetable regulations to formally allow Pakistani fresh mangoes into the continent of United States under certain conditions.

The way has been paved and now commercial consignments of Pakistani Mango can be sent to USA under procedures laid down by the APHIS.

Key points of Fresh Mango Export to USA:

• Mangoes can be sent only from orchards/packhouses certified by Department of Plant Protection (DPP) Government of Pakistan

• Mangoes are allowed only in Pest Proof Packaging with defined specifications

• Consignments are only allowed port entry at O’Hare International Airport, Chicago

• Only commercial consignments through air freight cargo are authorized, not personal baggage, mail or other carrier

• Consignments have to be irradiated at Sadex Corporation, Sioux City, Iowa before being transported to other parts of United States

• Only an importer with valid import permit in United Sates can import fresh mangoes from Pakistan

• Consignments are subject to all the related US Import Laws

Mango from Pakistan into U.S. Irradiation Facility


A synopsis of the Mango Export to USA is appended below for your better understanding taking excerpts from country specific Commodity Import Report of APHIS.

For Pakistan the import requirements include but not limited to;

1. Mangoes are required to be packed into an insect proof packaging while all openings the packaging must be covered by material with holes no greater than 0.8 mm at the widest point. It makes this material equaling to a mesh size of 0.6 mm x 0.6 mm.

2. Mango consignment is subject to inspection by Ministry of Food and Agriculture prior to departure to USA. It must be accompanied by a phyto-sanitary certificate (PC) issued by the DPP with an additional declaration (AD) that states, `This consignment was inspected by the government of Pakistan inspectors and found free of Xanthomonas campestris pv. mangiferaeindicae.`

3. Consignments are allowed entry only directly into Chicago O`Hare International Airport as air freight commercial cargo. Pakistani mangoes are prohibited into Hawaii, Puerto Rico, and the U.S territories and any other U.S land/border port.

4. The mangoes are required to be checked at the port of entry and to meet all general requirements of 7 CFR 319.56-3.

5. Only commercial consignments are allowed and not the personal package, passenger baggage, mail delivery etc.

6. Mangoes are required to be treated with irradiation at Sadex Corporation, Iowa.

7. An import permit with transit conditions by an importer in the United States is required (www.aphis.usda.gov/plant_health/permits/index).

8. Before applying for an import permit, a signed Compliance Agreement is required for irradiation treatment conducted in the US. In present scenario, irradiation is allowed only at Sadex Corporation Chicago (www.sadexcorp.org).
